Community Development Block Grant Program
The Community Development Block Grant Program (CDBG), funded by the federal government, is administered by the Essex County Division of Housing and Community Development, and in Nutley, by the Office of The Mayor.
The program funds projects that improve a U.S. Census tract deemed low-income and eligible for funding, as well as other projects designed to make places of public accommodation accessible to the handicapped, improve the safety of public buildings and replace obsolete infrastructure within the township.
The program also funds the Community Economic Revitalization Program (CERP), which is designed to assist participating municipalities in the revitalization of their central business districts by offering grants for exterior façade building renovations.
Over the past five years, the Township of Nutley has received approximately $1.5 million in Federal Funding for the program, of which approximately half was used for façade improvements, and the rest for projects such as road paving, ADA improvements to public facilities, purchase of a senior citizen bus, and improvements to municipal parking lots, as well as the Adult Daycare Center, and the Wheelchair lift at Radcliffe School.
All activities and procedures in connection with the CDBG programs must comply with all applicable regulations set forth in 24 CFR 570, Community Development Block Grant Program, and Entitlement Grant Regulations. In addition, Federal Labor Standards and acquisition procedures also will apply.
Each year applications for funding are accepted at advertised public hearings in October and /or November. The applications are reviewed for compliance and are prioritized by Resolution of the Board of Commissioners. The Essex County Division of Housing and Community Development reviews the applications and determines which applications will be granted.
Funds are received in October of each year.
