Pursuant to the provisions of the Local Redevelopment and Housing Law, N.J.S.A. 40A:12A-1 et seq., a municipality is authorized to declare a property as a condemnation “area in need of redevelopment,” thereby establishing that property as a “Redevelopment Area” under the Redevelopment Law.  The municipality is further authorized to adopt a redevelopment plan to promote the physical development of and improvements to the Redevelopment Area. Summary: Pursuant to the Long Term Tax Exemption Law (N.J.S.A. 40A:20-1 et seq.), this Ordinance approves the Financial Agreement between the Township and the Redeveloper, which Financial Agreement contains the terms of a long term tax exemption and payment in lieu of taxes concerning the improvements constituting a redevelopment project to be constructed on a portion of the Hoffmann-La Roche Redevelopment Area comprised of Block 201, Lot 1 and Block 300, Lot 1 on the Official Tax Map of the Township of Nutley (to be subdivided into Block 201, Lots 1.01, 1.02, 1.03 and 1.04).

Summary: This Ordinance establishes a mechanism for imposing special assessments of all or a portion of the cost of the Local Improvements to be developed, financed and constructed on or benefiting the redevelopment project to be constructed on a portion of the Hoffmann-La Roche Redevelopment Area comprised of Block 201, Lot 1.03. The Local Improvements will consist of the hard and soft costs associated with the design, financing, construction and installation of various improvements, including but not limited to certain energy efficiency and utility improvements more particularly described on Exhibit C to a Special Assessment Agreement, on file with the Township Clerk including all work necessary therefor and incidental thereto.

A copy of said Ordinance and Special Assessment Agreement are available for review by members of the general public who shall request same in the office of the Township Clerk, 1st Floor, One Kennedy Drive, Nutley, New Jersey, during regular business hours, Monday through Friday, from 8:30 a.m. to 4:30 p.m.
